In November 2023, Glasgow City Council (GCC) declared a housing emergency. Decades of under investment in social housing, an out of control private sector and the prioritisation of luxury developments have resulted in rents being pushed up to astronomic levels across the city, trapping tennents in insecure, unsafe, expensive and undignified housing.
But Glasgow City Council has the power to fix this.
The Scottish Government’s own National Planning Framework 4 is clear that 25% of all new developments in Scotland must be set aside for affordable housing. Yet the council is refusing to make developers follow NPF4 rule, depriving the city of much needed affordable housing.
The lack of social housing or rent controls is trapping tenants in insecure, unsafe, expensive and undignified housing situations, causing damage to both mental and physical health.
The money exists to build the housing Glasgow needs. Daily we see eye watering amounts invested in enormous new luxury developments being thrown up across the city. They contribute nothing to our city except pushing up rents and gentrifying our neighborhoods.
Luxury developments will not solve the housing crisis.

- Fully enacts NPF4 and make sure that all new developments include a minimum of 25% of affordable housing
- Commits to publicly supporting rent controls to bring rents down.
