A New Deal for Tenants: Rents Down, Rights Up!

  • Scotland’s tenants need homes we can afford, so that we’re not priced out of our communities.
  • We need security of tenure, not just a place we can stay for a while.
  • We need homes that are warm, so that heating them doesn’t cost the earth.
  • We need access to justice and better enforcement, so that we can defend ourselves when landlords treat us unfairly. 

The Scottish Government has promised to introduce rent controls and greater rights for tenants in this Parliament.
Between December 2021 and April 2022, the Scottish Government consulted on proposed changes to the law.

As Scotland's tenants union, we demanded:

  • AFFORDABLE HOMES: a point-based system of rent controls to bring down housing costs and improve housing quality and a greater supply of social housing

  • QUALITY HOMES: greater and clearer penalties for landlords who refuse to make repairs, as well as clearer incentives for improvements such as energy efficiency

  • SECURE HOMES: greater protections for tenants, including banning winter evictions, making all grounds discretionary and introducing meaningful penalties for breaches of the law

  • HOMES THAT ARE OURS: the right to make it ours by not facing undue restrictions on what we can do, such as having pets or redecorating

  • STRONGER VOICES FOR TENANTS: control over our homes, which means making rent consultation results binding, and ensuring we don’t face repercussions for exercising our rights

    Rent caps, reinstatement of assured length of tenancies. It was disappointing that the last event claimed as a victory for tenants’ rights, i.e. the ‘flexibility’ of being able to give notice to a landlord every month, not every six/twelve, now means that tenants actually have to worry every month about receiving an eviction notice (rather than worrying about this half-yearly or annually).

    Security and affordable price. If my landlord decided to give me noticed. I’d be priced out my area and support network alone. Housing waiting list are long and as I have no family they could try place me anywhere. Its a big worry for me always

    Affordable rent and right to buy. I have just been asked to pay £200pcm more a month by my landlord! Its not sustainable.

    Control rent increases. I live in a multi storey 1 bedroom flat and pay a fortune in rent. Rent goes up annually and yet I see nothing to justify this.

    Control rent increases and create harsher laws and penalties on landlords to maintain the property and fix issues within a reasonable time. There should also be clearer processes for who to contact for repairs to communal areas.

    My main priority is living in a society where basic needs like housing and food are not constantly under threat because of abusive business practices and a government more interested in catering to business intetests.

    The exorbitant cost, short term lets, inability to trace owners for any communal repairs, general upkeep of the property, bring back the old system the council had in place for statutory repairs, but with proper controls and properly audited this time. It really was a great system until it was corrupted by greed.

    We own our flat outright so this doesn’t affect us, and we don’t have kids, but it infuriates me that the rich can drive people on low and average incomes into poverty by keeping prices so high few can afford to buy – or even rent in popular areas. So – let’s make it hard to buy tenemented flats for letting as short-term or holiday accommodation, and let’s prioritise city centre development for permanent residents rather than student blocks and serviced apartments.
